Between 2021 and 2022, we implemented a project that trained police officers to work in migration control, foreigner registration and international cooperation, transforming the Federal Police into a Learning Organization. The contract was renewed and is still in force.

The contract

In 2021, Lingopass competed with companies such as Rosetta Stone and was selected through a bidding process conducted by the National Police Academy, under the supervision of the Directorate of Education, to provide online training in three languages (English, Spanish and French) for 800 Federal Police officers. The aim was to prepare these civil servants for their duties, which consist of defending society and the Federal Constitution, confronting crime and preserving the democratic rule of law.

The Federal Police's strategic identity is currently outlined as follows:

Mission: To defend society and the Federal Constitution, confronting crime and preserving the democratic rule of law.

Vision: To be a benchmark in public security, preserving rights and strengthening itself as a state body.

Values: Integrity, innovation, impartiality, efficiency and ethics.

The program was so successful that it was expanded to include 200 more students, bringing the total to 1,000 police officers being trained throughout Brazil and abroad. The contract has since been renewed and remains in force.

The customer

The National Police Academy (ANP), under the supervision of the Directorate of Education, is responsible for establishing training and qualification programs within the Federal Police. 

Its primary mission is outlined as follows:

Mission: To promote education and training in Public Security to defend society, the Federal Constitution and the Democratic Rule of Law.

Vision: To be a modern and innovative police academy, recognized for excellence in Public Security training.

Values: Integrity, innovation, impartiality, efficiency and ethics.

The Federal Police face a variety of situations in which linguistic competence proves to be an invaluable resource. This ranges from Interpol operations, with a focus on the official French language, to dealing with foreigners, defending borders, disseminating PF doctrine in other countries, integrating and cooperating with other police forces using English and working in consular representations.

International cooperation

‍Internationalcooperation and collaboration require Brazilian police officers to be proficient in several languages, especially English, preparing them for effective communication in an international environment in which understanding international concepts and regulations is necessary to play a strategic role. Thus, Brazil's Federal Police (PF) works closely with Interpol - the International Criminal Police Organization - when defending the population, sharing intelligence information and participating in international police operations. 

It is important to note that Interpol uses French as the official language for communication between police officers in different countries. In addition, Interpol issues international alerts, known as "notices", which can be used to request the location and extradition of internationally wanted individuals. The PF can use these Interpol alerts in its investigations and operations.

Immigration control and refugee reception

‍Atthe borders, interaction with foreigners is constant. The ability to communicate in Spanish and even French is essential for conducting rigorous checks, ensuring that professional and welcoming approaches are applied. This requirement also applies to the reception of refugees in Brazil, where sensitive and effective communication plays a vital role in conveying understanding and solidarity.

Foreigners in Brazilian territory

When the Federal Police (PF) is working on border defense to ensure the safe entry of foreigners into national territory, bilingual communication is essential. In situations like this, where lives may be at risk, establishing an effective dialog is extremely important.

Language proficiency plays a crucial role, enabling accurate and comprehensive interaction with the individuals involved. It also facilitates the collection of essential information, such as full personal identification - including name, nationality and identification document - as well as travel history and the purpose of previous visits, among others.

Any information relevant to determining the legality and security of an individual's entry into the country can be vital for the Federal Police.

‍Consular missionsabroad

When they are assigned to embassies or consular units, federal police officers have the responsibility of representing Brazilian law enforcement in foreign territory, making linguistic competence essential for successful diplomatic and operational interactions.

The ability to understand, speak and interpret other languages not only facilitates international cooperation, but also strengthens the effectiveness of joint operations, the exchange of information and intercultural understanding.

The challenge

The ANP recognized the need for language improvement due to increased demands related to migration control, registration of foreigners, international cooperation and management meetings. However, it faced specific challenges that required a 100% online and fully integrated training solution:

The solution

There were technical visits to Brasilia, internal and market research with the PF, as well as understanding the organization's main need and how we could stand out from the competition. Through this meticulous process, Lingopass won the bidding process and began implementing a highly innovative project aimed at improving language training, with close supervision from the Language Academy. This process strictly followed the scope and specifications set out in the invitation to tender:

  1. Online leveling in English, Spanish and French.
  2. Multilingual training from beginner level (A1-CEFR) to the most advanced (C2-CEFR).
  3. EAD platform with continuous access and a wide range of resources and functionalities, including tutoring and a pronunciation laboratory, enabling the development of all communication skills in an integrated manner.
  4. Daily live conversation classes at flexible times.
  5. Periodic evaluations to measure individual progress.
  6. Accessible digital teaching material optimized for mobile devices.
  7. Offline resources for studying without an internet connection.
  8. Transferable leave to replace students/servants.
  9. Dashboard and metrics monitoring, with delivery of detailed reports.
  10. Agile technical and pedagogical support for both students and managers

Extra mile

We went far beyond the demand, accompanying the manager and his team, anticipating demands and responding to requests from employees/students.

  • A dedicated team and account manager, led by Tainã Anjos, acted as the main contacts for the administration of the program, assisting, supporting and directing all activities related to the project throughout the duration of the contract.
  • Interactive and customizable dashboard, accessible in real time, showing engagement, progress and performance metrics per student and per unit/sector, with estimated time to completion.
  • Periodic reports, generated from the information collected by the use of the students (and the manager himself) with analysis, with the main metrics that evaluate learning. The reports allow a non-education manager to evaluate, control, monitor, correct and improve the implementation of the initiative.
  • Rigorous assessment of knowledge acquisition: throughout and at the end of each course/track, students will have to complete performance assessments in order to gauge the knowledge they have acquired. When hiring a corporate solution, managers need a guarantee that students will learn the content and be able to apply it in their work routines.

Lingopass: opening up new frontiers for language learning on a large scale and in specific contexts

The Federal Police's language training program, with Lingopass as one of its pillars, has not only achieved but successfully exceeded the main training objectives set for its agents.

The platform has played a key role in this success, providing students with flexible access to online training tools, in line with demands for more adaptable learning methods.

The Federal Police today has a total of more than 14,000 civil servants in Brazil, according to the data provided in the section 'Distribution of civil servants by body/entity linked 2024' by the government's Transparency Portal. Within this number, there are 2,850 female police officers occupying these positions, which is equivalent to 20% of the total.

At Lingopass, we value diversity and, to contribute to this principle, we carried out a demographic analysis of the participants. We found that of the 1,000 students enrolled, 23% are women and 76% are men. In addition, 77% of the students are aged between 36 and 55. The diverse geographic presence, with a focus on the Midwest and six states, demonstrates the platform's effectiveness in reaching students in different regions.

For the Federal Police, Lingopass has not only facilitated the transition to digital training, but has also become a central part of the institution's training strategy. The platform has enabled the Federal Police to keep its agents prepared and competitive, even in challenging times. In addition, the wide geographical distribution of students throughout Brazil was successfully catered for due to the accessible and online nature of Lingopass. The end result is the transformation of the Federal Police into a true Learning Organization, ready to face the constantly evolving challenges of the national security landscape.
